its no different from any other vertex animation in principle and assuming nothing really weird is going on should be automagically compatible with blendshapes . all you'd need is conversion to a format you could dump into unreal/unity/whatever (discounting any markup you'd need for shading effects etc)
SpeedTree shaders in Unreal are pretty good, and it does a good job of generating billboards for you with good normals. I suspect there's nothing revolutionary about what they're doing, they've just spent a lot of time and resource on getting them as good as possible.
