How To Create Animated Character With Extra-Large Jaw?

I've got a quick question, I'm working on a character in the Reallusion 3D Character Design Contest, and I'm not sure of what process to use in creating the mouth. I'm primarily working with ZBrush and Blender, with the eventual goal to bring it into Unreal Engine 4 to animate using Unreal's new Sequencer feature.

Basically it's a reimagining of the Sirens from mythology, and the plan is to create a character that looks [somewhat] normal and attractive, but can then open her mouth abnormally wide, which is illustrated in the sketch below.

Now I got a tutorial that tells me how to give her the big jaw feature, and a pre-existing model to work off of, but what I don't know is what I have to do to prepare the jaw for animation in the future. Do I model it as open wide in ZBrush, then take it into another program [in this case Blender] to rig it so that it can close?
