Do you mean you're dynameshing? Or decimating? I'm not sure why it would be doing that unless you're using dynamic subdivision as well (press D after dynameshing)

That kind of artifact usually comes up when you stretch a surface too thin before you dynamesh it, try using a clay/standard brush with backface masking on and thicken the surface a little before dynameshing. Yes, from what I understand Dynamesh is essentially an entire mesh rebuild so it will not transfer uv's. Keep using Dynamesh just bake your maps in Max or Xnormal.
