Yeah thats what I'd suggest just make the filament a single plane (2 tris) and then have it textured with an alpha channel.
If you really wanted to cut down a lot I'd remove the inner bit of glass as well as the filament and simply attach a glowing sprite like the halo particle to the lightbulb via a control point. I do not know how to do this though.
Just an update before I give this a rest for the rest of the day. i decided to model the bolts as I think having a slightly higher tri count would be better then un-unecessary normal map. So here is a quick render.

I would suggest not having a wire connected to the back. It's going to be jerked around a lot in animations and it'll most likely be completely detached from the backpack in some animations. Also hats fall off when the player dies which means it'll have a fairly stiff wire awkwardly hanging off of the hat while it's on the ground.

It's certainly possible to have one end connected to the backpack and the other to the hat. Some stretching is going to happen, however, though hopefully not too bad.
Nice hat, too. If the amount of polys is important, you could remove every other bolt and it would still look just fine.

If you need to save on tris, this would be a good idea. You could probably even go back to having the more detailed lightbulb with the saved space, too.
I'm going to have to second/third (whatever) the people saying to have less bolts and to cut the wire. Literally cutting it and having a short bit of wire flopping around could look interesting and would save on a few tris.
Thanks for all your comments. I removed some of the bolts, it's actually kind of nice looks a bit more asymetrical. I really wanted to keep the wire, but i attached the other end to the metal band. I know it doesn't make much sense as now it's not connected to a power source, but it's going to solve a lot of problems and i think it looks good. I don't want it danggling, just becuase i don't
This also requires less worrying on my part as I have enough things to worry about with the Defib right now. Still have to figure out the glow too!
So, I had some things to sort out last week, But I am back on the case, with so little time left, thought I'd get a start on my Primary and Work back on my textures etc Later on.
Just before i go to beds for the night. Here's what I have decided to do with the wires on the defibbox part. Think the tape it ok? I'm gonna paint those 2 wires one blu one red. Also wonder if i should put something connect those wires to the box?
Yeah. Gonna start the needle gun today. But here is in my opinion my finished Defib. I've asked sparkwire to help me compile it... I'll probally get loads of problems and have to change a ton of stuff, but lets hope not!!
Been doing a few minor tweaks. Been posting one after the other I know, but I need to get things moving. I'm going to do 6 just posting so you can see my thought process!!
@ simski - Maybe it would debuff enemies somehow (slow? can't be healed/overhealed for a time? stun? minicrit overhealed enemies?) and give near death allies a temporary health boost (like pills in L4D).
At the cost of 30% damage or something.
And maybe it would full crit people covered in jarate/water particles from just leaving water.
Oh well it useless speculation but fun.

He said he can't have it be curly, and while that does make me a bit sad, I can sympathize with that.
However I do not like that when he made the wire straight, he made it the same length between the Defib and the pad as it was when it was curly. The curly wire was justified for being this way, the curls are designed to make the long wire retract and take up less space.
When done the same way with the straight wire it did however make it severely shorter, and it does not look good. When I asked him to make it longer, he simply said "it doesn't need to be longer, it stretches".
This is not a demand, but it is a suggestion I would like you to reconsider to keep this a good looking unlock even without the curly wires.
