@flysoup: just ctrl+click the load tool button and assign a shortcut to it, same with save and you have ctrl+s for saving your tools instead of saving the document

If I may add, its worth cloning the brush before you modify it. It makes sure you don't destroy the brush.Once your done customizing brushes, just go to Brush>Save As. Save your brush in the aforementioned zStartup folder. Also, saving config doesn't save brushes. It only saves your custom UI configuration. Hope it works…
This seems to be osx only, my windows machine saves just the material when I right click and choose save material. On OSX it seems to save the material AND the tool when I choose save material. Ah thank you. Yeah i mean it save time if i just need to make a quick fix on something on the low poly like just move a part over or so then having to export all the high and low poly as one again as that takes time to save.
