I like it! To sell the winter environment, more snow on surfaces would help. You could also try post processing in UE4 to bring up the deep shadows & warm them like in the concept art. It helps bring a cinematic look while showing more detail. The artist also uses a strong fog that even affects the building to add depth.
Basic explanation. Rakan and Xayah would be Forest Spirits for this skins: Rakan representing "the one who gives life", blossom and spring, but also the wildness of nature.
