Assuming you're talking about Unreal - Same principle applies, but you'd multiply your vert color with a new texture map that has that kind of noise pattern. You may need to pass the result through a power node to increase contrast.
If you're using UnrealEd that comes with Gears of War, I would have to say ditch it. UnrealEd that comes with Unreal Tournament 3 works rather well in XP and Vista. lol! I didn't play unreal 2, my first taste of unreal was unreal tournament and I remember thinking how sweet that looked. If your going to install more old games might as well pop in deus ex :)
