Update: i kind of fixed the leg and clothes problem and will instead apply cloth sims to them, but there's still this weird arm twisting going on here…
Hello i have this piece of cloth skinned with pelvis bone. I did everything by tutorial in youtube, but i have this unknown artefact. The cloth it self does simulate propertly, but i dont know why it have this huge bend on the border of simulated and non-simulated vertexes.

You'll have to rig the cloth as well. Either you weight the verys to the hips and leg bones so it moves with them, or you create an extra bone or two for the cloth so the animator can animate the cloth himself.
