Turbulence for physx cloth in Maya?

I have been playing around with apex cloth in maya 2012 and I love it only problem is the wind parameters for the cloth settings.When I increase the wind velocity,the cloth moves in a direction but just gets stuck in that position even after playing around with cloth gravity and self collide thickness.I know this has mainly to do with maxdistance values allocated to the vertices as they can't go further than that distance.However if there was a turbulence parameter that enables the cloth to move around within that specified distance,it will be great.

Has this feature been added to a new service pack for maya 2012 or 2013 or does not exist presently?

Also does the latest version of udk support the use of tablets for viewport navigation?Been thinking of updating.
