I have an image (screenie below is just a section of it) it's currently 2048*2048 but needs to be 1024*1024. Problem is the bicubic sampling in photoshop blurs/interpolates the lines and it looks shit. Nearest neighbor also does a pretty poor job. What other options do I have? I wanna try and keep those nice sharp lines:

OK, so i have a background image i am using for reference right? it's in the front view. whenever i go to user, perspec....whatever, the model is no longer lined up correctly with the reference when i try to go back to front view. anyone experience this before?
Is there a way in max to use the actual opacity of an image (ie. areas where there is no paint) to work like a b&w alpha in the viewport? So paint = solid, no paint = see through. If not natively, maybe with a a 3rd party shader?
