With that particular texture layout, you *can* tile it in 3dsmax via the clamp functionality in the mat editor. In real time though, it's a bit more involved. You can use texture atlasing, which groups the textures together for load time, but the engine still sees as separate (some engines do, anyways).

You can change the sun color in the 'Time Of Day' editor along with a lot of other useful options. You can of course assign a sky texture in the environment tab of the right rollout. In the current sdk version there's however a bug, you need to reset your TOD settings after applying a sky texture.
