Draw the base circle (that the text will follow) and use the typing tool on the edges of this circle. This gives you the text following the circle path. Edit: I lie thats Illustrator. Of course, you just use two circles. Extruding in maya needs a path curve (your main circle) and a profile curve (the smaller circle that goes around it). You could also just use a torus primitive :)
