Zbrush seems could only work reliably with psd files. Try to save your displacement as 16bit grayscale psd with a single channel. Or RGB 32 bit exr file. It's also working for displacement in Zbrush
Buzz describes how to do that (including importing the skeleton) in PLE so I believe there has to be a way. Is there a PSK importer for Maya? The PSKs can be found on the last game disc (3 in 2003, 6 in 2004).
You can import your illustrator artwork into flash very easily - if working in CS4, i know that it works very well, not sure below CS4 however, gives you quite a bit of import options.

-Make sure you're not using a .psd as your normal map. Max has some issues with .psd files when used as normal maps. Also, remove any skylight in your scene if you have one.
