It was a display performance optimization the 3ds Max team added. There is no fix for Max 2017, but Max 2018.1 added Model Assist viewport mode. My modo has fbx versions 2006.1, 2010, and 2013 for exporting. 2013 is just... not good. I always use 2010 and ignore the outdated fbx version warning because I've never had any issues with it.
