Yeah recoloring hat wouldn't hurt, like Ikimono suggests. Just to be safe.
As far as the bicycle gun, that's a stroke of genius! You may need to do a couple custom animations and jiggle bones, though. Also, on the tip of the handle bar you could have ribbons (like on a kid's bike- maybe team colors?).

As for the gun, try to give it a 40s-50s-60s bicycle aesthetic - here's some refs -
The fat main body frame thing that has the company name on it in these bikes could work for the main body of the gun and look like an old bike, too.
I know it's suppose to be like Paperboy, but I'm not feeling the yellowness. It doesn't look like it fits very well in TF2. How about the yellow-orange for red and yellow for blu?

Hes already said a couple of times that he doesnt want to change the yellow. And thats its ok that he didnt use the tf2 color plate 'cus some Valve made weapons dont use that either
I did more work on the scattergun replacement. I'd say from the handlebars to the gear section are essentially complete. Minor changes can alway be made. I haven't really worked on the barrel at all. Everything beyond the gears are basically placeholders.
Also I did a silhouette of the original scattergun behind the new one.
For fun I was thinking functionality would be a rapid fire shotgun that would blow through all 6 shells quickly around the spinning gear. The shells would obviously have less firepower/damage than that of a normal scattergun, but you can blow out your rounds quickly. The downside is that reload would be slower too.

I came up with a rough concept.
I'm not sure what the actual body of the weapon will be.
I was thinking it would make this sound whenever the trigger is pulled.

I decided it will be a giant revolver that uses shotgun shells in its bike gear chamber.
I haven't decided on what the hammer mechanism will be yet though, but the gear will spin as the weapon is fired... like a revovlver.
