I've used flash, tvpaint, and toonboom animate. Hands down toonboom animate is the one to use. Flash and tvpaint are both incredibly clunky. toonboom animate is intuitive making the user feel at ease. though, toonboom animate (non-pro) is the same price as flash: https://www.toonboom.com/products/animate
