When i load my mesh (OBJ) and Baked normal map (PNG) into the NDO project creator and select 'Create new Project' all i get is my normal PNG on a locked background layer?

Painter 2019.1.2 Exporting my textures exports only normals from layers and not the base normal. I have to use OpenGL. The normal channel is active and the Normal mixing is set to Combine. Project configuration is set to Normal Map Format: OpenGL. Any help appreciated.
