Painter not exporting mesh normal map with layers maps.

Exporting my textures exports only normals from layers and not the base normal. I have to use OpenGL. The normal channel is active and the Normal mixing is set to Combine. Project configuration is set to Normal Map Format: OpenGL. Any help appreciated.
