Yeah unless all you have is a flat plane almost every static mesh will need a separate set of UVs just for lightmaps. The general rules for lightmaps in UDK are: 1. Put the brush to a very low opacity, like racer445 said on his tutorial. Even 6-7% you can see something. Your scratches are too big, they looks way prettier when it's tiny and subtle.
