I have an issue with Substrate where anything over the fogged (rough) glass has artifacts around them. Like a glow and the area around doesn't have the rough glass. Just set up the part of the model you need to have $translucent on a different .vmt file that has $translucent in it and remove any alpha commands from your original .vmt.
