Go to the Painting Tab >> Paint Buffer section >> Click Reset. You may need to add the Painting Shelve via the View Menu >> Palettes. This usually happens when switching views (ortho, persp, etc) or maximizing/minimizing canvas. It will sometimes fix/reset itself if you paint a stroke & bake it.

I've just started playing around with terrain for the first time but I would like to get some interesting weather effects going. Is it possible to give my terrain materials a height map and paint things like snow over the terrain, or does terrain not support vertex painting like a mesh does?
Teaching myself how to paint/draw better... i have a lot of old books covering traditional methods which are very useful, but are there any books which aim themselves towards digital painting while still covering anatomy and perspective too? Any suggestions/recommendations would be fantastic :)
