Go to the Painting Tab >> Paint Buffer section >> Click Reset. You may need to add the Painting Shelve via the View Menu >> Palettes. This usually happens when switching views (ortho, persp, etc) or maximizing/minimizing canvas. It will sometimes fix/reset itself if you paint a stroke & bake it.

I've just started playing around with terrain for the first time but I would like to get some interesting weather effects going. Is it possible to give my terrain materials a height map and paint things like snow over the terrain, or does terrain not support vertex painting like a mesh does?

Every time I start to paint the other sets get hidden, but this makes it difficult to paint "around" the other pieces that are in different sets. Is there any way to disable this?
