You have decimation set to 100% and 3 million points, that is going to give you the same number of points as your current mesh. I'm not eve sure how you set it to 100% with 5k polygons, normally decimation master will adjust the sliders to match the target polygon count. Edit: Not sure why your polypaint button is missing.

i tryed your shader but it did something kinda nuts to me. for any planar surface it kinda set the lighting all the way to 100% making any surface at 90* to the light source 100% white.. which sucked :P if you want i can post a ss or am i just forgetting something really simple?
It depends on what platform you are aiming for. If you are aiming to work on the new badass games then people usually aim around 10k... however it isn't really all about amount of polygons.. it is how you use them. Just because you can use 10k doesn't mean you should if you can't get enough out of it.
