Yes, it is relevant for those cities and a couple of other gamedev hubs like Voronezh. Other cities either don't have any gamedev studios at all, or the salaries are awfully small.
Well, gamedev schools are not the place to learn the basics in art, that's what art schools are for, but proper gamedev schools will atleast make sure you know enough to be able to apply, but these ones just take people who have the cash.

I think the gamedev toolset also has videos for a lot of its features. Gamedev toolset is a must for realtime vfx artists using houdini. It has some nice features simplifying the process of authoring complicated assets such as vertex animation textures or volumetric textures and more. So I'd start there.

yeah, bringing iPad is not a bad idea, although it's quite likely that they will simply display your online portfolio on their screen. Only show sketchbooks if it has art in it that's relevant to gamedev and only if that art is at least as good as online stuff. I believe Crunchcast had a great episode on gamedev job…
