Not only that, but you need enough padding between your uv islands. If your islands are only 1 pixels apart it will work at 2048, but mip down to 512 or even 1024 and you'll start to have issues. The rules state you can use 2 1k texture maps, that means all your texture sheets have to add up to that. That could mean 8 512 maps or 4 512 maps and 16 256 maps.
