Assuming no cage.. It's caused by the normals on your low res mesh being set incorrectly. If you have average normals ticked, untick it. If you then have issues, set up smoothing groups/hard edges properly on the mesh. There's plenty of detail on that in the sticky threads at the top of the technical talk forum
So here's the fixes that the guys on Slack helped me with. In Maya, add divisions using quads. Before triangulating, lock the normals and switch the shape mesh in Attribute editor to Angle weighted (Mesh Controls > Vertex Normal Method > Angle Weighted). It should bake fine after that. I don't like Sbs Painter because the Curvature map is a normal map conversion. The only thing that Sbs Painter does better is the Thickness map. It might be slower but I'm sticking with xNormal/Handplane
