Kraftwerk: Skin City and Polycount have mostly the same stuff. Of course SC accepts a lot of crap but all of the good stuff is available there, too. Many submitters have given up on sending stuff to Polycount because submissions took forever to get posted.

Wow. No one? That really sucks. I was hoping to meet some fellow polycounters there if nothing else. :( Well, if there are lurkers who are going but just haven't responded to this thread. I'll be sporting my Polycount shirt, so it should be easy enough to find me around.
Polycount budgest did not drastically increase to the point of you not needing normal maps. Not by a long shot. There a bit higher than last gen but nothing crazy. Look at The Order art dump and you will see that polycounts are still very similar to what last gen was.

There's been a few people giving things away on polycount in the past. Polycount even started as a way of sharing Quake models and textures. But, as you noted, with all the asset stores around today it's just much easier to find things on those you can use.
