I think I got it this time. I went back in Maya and added a wrap deformer to the low poly and then shrink wrap the low poly to the high. I then baked the normal and got this result Any other suggestions is always welcome
A suggestion for the handles: Try making a low poly cylinder in Zbrush and shape it to what you want. Then use the topology brush to create the wraps. Or you can just use smaller cylinders to create the wraps, depending on what you are looking for.
If you're using above mentioned skin wrap, make sure to convert it to a skin modifier if you need to export it; fbx doesn't include skin wrap modifiers. Either way you should end up with a handkerchief that follows the arm.
Protip for especially hairy men like me: put seran wrap or paper towels over your sink so you don't clog your drain, grab hair clippers at go at it.
