Smooth and pinch brush are you friend. Also using masks helps. Try painting a mask over what you want to work on, inverting it, then inflating that a bit, smooth a little and pinch/smooth the edges. I'm no expert, but you could have smooth shading turned off? that makes it look really pixelated compared to the smoothness when you have it on. other things, make sure you have a smooth fall-off set or check you don't have a stamp selected to be used because this will make the edges jagged too

The biggest problem is you are over defining the muscles. Few people have muscles that sharp when they aren't flexing. Most of the time you will have a fair bit of fat and skin sitting on top of the muscles smoothing out the definition. I would just go back in and smooth out the majority of the muscles and make the…
