Had a busy few days. Not much time to sculpt, so I just played with it a bit and blocked in a slightly more detailed version of the face while testing different settings for my brush. Not going to keep it; just wanted to try it out. I'll do it properly later.
I'm not seeing this myself, in Maya, nor have I ever seen it-- this must be a bug, not a universal issue... Which version of Maya do you have? If I hold ctrl while dragging, I see some of that behaviour (rotating while moving mouse perpendicular), but not the stuff that feels glitchy.
