i would concept the clothing underneath the large cloak first before drawing him with the cloak. what's his story? how does he cast his spells? what type of spells does he cast? (necromancer? general wizard? ect...) how does he cast his spells? does he use a wand or does he make arcane gestures with his hands and arms?
the fronts and backs of the rails are overlapped and stuffed in some corner. i figure they're going to be cloaked in shadow anyway, why not just overlap them?

I'm aware of the issue, which MoP brought up at work, its most likely the neck length from fiddling around with the head too much, and the scalf and cloak throw the eyes off, the cloak is going to much thicker so it is quite a bit higher.
