Have a look in the color set editor. you might have combined two meshes with more than one color set. This can look like the mesh has lost vertex colors when they're really just in another set.
Can there be hotkeys for these two things? I hate opening this menu and clicking 4-8 times. I've already looked at what my MEL window says when I click these two things, nothing shows up for me to copy and paste into a hotkey.
I think what you were looking for (if i'm getting this right) was the Axis Constrains in the snapping Options. You can either turn it on with alt+F3 or right click on the snaps -> options -> Use Axis Constraints. And now before moving a Vertex you should mark the Axis on which you want to move along
