XSI Mod Tool is your friend. It is the officially supported tool for Half Life 2 models and animations. I'm honestly not sure if anything else will work. (although Maya might have an exporter that will get the job done) As for packaging your model, just zip it up. Winzip will do it, although these days you can just use…
