Er.... you must be talking about the Gears' of War artstyle, as no engine 'looks' a particular way. You can make Unreal 3's rendering look however you want, limited by only your skills and imagination.
Yeah the graphics are really nice for an RTS. I've noticed that if you redo a mission... it changes the time of day. As far as gameplay goes it is pretty well done. It is all about the cover. Like they say in Gears of War, "Take cover or die."
