I ended up adding in edge loops for baking, this doesn't completely solve the problem just makes it much smaller. So I was able to get something not too noticable that I can live with. I still don't know what causes this, and it drives me insane, but at least for now the baking edge loops are working.
It looks like you got too agressive with your edge loop reduction, those seams tend to come through when you remove edge loops ona beveled edge. Some areas are good, others you have the supporting loops too close to the edge thus causing a thing highlight. The LP's could be lower on some e.g. the 3rd you can remove all those extrusions. Also for round objects put 2 supporting loops so your highlight doesnt run off.
You could redo this way easier and cleaner if you rebuilt the shapes at a pretty low poly and used supporting edge loops to keep the hardness before you apply smoothing. Currently it looks like you have no support loops, causing the entire object to appear very soft and organic versus being a mechanical creation.
