Yea I agree, either the scale for the mesh or the bones needs to be reset. If its the mesh, Xform would do the trick but its a bit like using a nuke to kill a fly, Hierarchy Tab > Reset Scale then reapply skin would probably work just fine without going for the big guns and risking reorienting the pivot to some undesirable…
