Yeah I`m pretty sure the 2048 textures used for the GOW characters was just the cinematic models. Something to think about: Even though you can get away with large texture sizes, there is still a limited memory pool that could be used for more stuff! more UI, more environment diversity, more prop diversity- etc etc.
