i was wondering if anyone has used vue 7 to render out a skydome, got a class project due soon, and i was reading about it and figured i would get the best results form this in a short amount of time, any advice is much appreciated :)

I think the videogame industry compares well to the tobacco industry in many ways. Not a good thing. Give then amount blown on marketing games as opposed to developing them, there needs to be some balance to make conditions more favourable.
it looks like the padding isn't working correctly and is grabbing the wrong pixel colors. What are the dimensions of your input normal map? Also, you should bake your object space map with some amount of padding.
If the landscape is getting too dark then you should take another look at your material. 65 is way too bright so it'll be difficult to arrange the rest of your map for that amount of light just because of the landscape.
