you just need to overlay the verts. the surface mod sees them as 1 when it meshes the cage. if they arent working select them and fuse them. -

not exactly a fix but may I ask why you need uvs at all in zbrush? arent you going to bake your highpoly to a lowpoly anyway? -

Considering it's 3Ds Max... Bridge the edges on the weirdest angels and then cap the holes by selecting borders? And that is if you really arent worried about the topology. -
