The difference in the available disk space and RAM is allocated for essential system processes and functions. That way, no matter how much you monkey with it, the system will always have what it needs to function properly.

I would guess the hardware is heavily subsidized as they probably first want to draw you into their whole system and then the system will come with more options to monetize over the whole live circle of the hardware.
Referring to raid, raid on the desktop is a pain in the ass, when you need to do system recovery or reinstall the system it can be tricky to get the drives to show up in systems like boot discs.
