By increasing the material's glow past the limit, the bloom is "activated" by it sooner, making other bright things in the scene less bright by comparison. So those other objects shouldn't glow anymore. Set the object's glow really high, past the limit, then play around with those bloom settings again.
I just noticed, Max7 now says "2 objects selected" when you select more than one, in the little box that usually displays the object name when you have just 1 object selected. Was this in Max6, or have they just put it in for 7? I always hated that it just said "Multiple object selected" whenever you selected more than one…
How are you linking the hair object to the controller object? Direct transform connections, expressions, constraints, or something else? Is the hair object a child of another object that is not aligned to world space?
