When I threw the meshes into Marmorset (3.08) for baking, the highpoly clipped through the cage in those areas. Adjusting the cage max offset, as EarthQuake recommended, fixed it in those area. However it will lead to baking artifacts at the ripped part (geometry too close together) so you will have to do some adjustments… -

Yes, that's what I'm suggesting :) I'd say the rays cast from the cage inwards and wherever they don't hit the highpoly geo on the same side (hairs), they continue to the other side (unless ray distance is limited). Bring your low poly and your highpoly into the same scene using some software, whether it is maya, zbrush or 3Dcoat, select your low poly and scale that until it closely matches your highpoly.
