Hmm.. tried using mipmaps with 2d texture array: Ignore the texture, just a placeholder. Tweaking the mipmap value with a scalar parameter in a material instance. Seems to work. I am using ue5 btw. Changed the 2d array texture settings- Mip Gen settings to - From No mipmap to Texture Group and it is streamed.
If you do that to support asset streaming your priorities are severely wonky. It's 100% a game design decision Also:. I can't say I've played a single game that requires it On the other hand I don't play COD or any of the Ubisoft cookie cutter bullshit so could easily have missed it.

So you're asking us to make this for you? Because it seems like you just pitched a morsel of an idea and seem to be asking for help to make everything else. Didn't even provide a rough sketch. I think you should just let go of this idea and just write a stream-of-consciousness blog, that's entertainment the people want.
