You have to drag it into a toolbar almost as if you were going to drop it on a button, if you drag it into a dead spot in the UI (which is outside of a toolbar) it won't make a button. You can make a new toolbar, right click and dock it somewhere and then drag the text into that new toolbar to get the button. That way you…
