As far as I know, loops don't work if you don't have continuous quads. That's kinda the point of loops. On both sides of your problem you have polygons, it only works on quads. What are the names of the spinner tools next to Ring/Loop in Edit Poly - Edge - Selection? They seem to be called Ring Shift/Loop Shift in Max Help, but I can't find them anywhere in the Customise UI tools.

What does MJ Poly Tools "edge loop split" do? There's "Insert Edge Loop" and "Offset Edge Loop" which sound similar, but I don't know what the functionality of "edge loop split" is, so it's hard to say. What version of Maya are you using right now? Insert Edge Loop has been in since before Maya 2008, afaik.
