Resolved! My hunch was correct. The current driver for the Radeon RX as of this post (v20.8.3) results in Toolbag kicking the bucket every time it attempts to bake. My solution is to roll back the driver, all the way back to v20.2.2. I hope this helps anyone else who uses their Google-fu to try to solve this mess.

Thanks for the feedback! Yeah, I used the image you posted as one of my primary references. I really wanted to add that gradient you mentioned with clouds occluding the sunlight, but I was unable to achieve that effect after adjusting a lot of settings. Maybe I'll set aside some time in the future to solve that challenge.
