No. There are concept artists and art directors working together to design nearly everything. 3d artists need to be able to interpret the 2d art to make 3d assets. I like the idea of a predefined concept to work from instead of a theme and some specs. Give people the freedom to interpret the concept the way they like be it stylized, hand painted, low poly or next-gen.
