I'd say map it, then apply it to a clone as a displacement map. Take the faces that were displaced 100%, delete the rest, and apply a Shell. Similar to the headache of boolean, but hopefully cleaner. ...Hopefully.
Great result. However, tile adhesive is properly applied in a linear fashion. I've never seen it applied as concentric circles and if I did I would strongly advise against it. :)
I think I was wrong. I'm convinced that my current retopo is a failure and it would be better to redo from scratch now, then keep trying to "fix" it. Couldn't you model 1 of these, apply an FFD, then duplicate it and randomize FFD points? That's what I'd look at trying to do, and then apply some additional wear through a masked out displacement map.

Was solved with applying a Power node with Exponent of 2.2 after loading the texture. Now this whole dilemma makes sense. EDIT: Sorry, in my case, add the Power after applying your OneMinus. :)
