I turned it off in ease of access and in "Use the computer without a mouse or keyboard" . No difference whatsoever . Damn thing drives me crazy. Looks like it's somehow connected with Wacom intuos since it pops only when I have Wacom pen in my hand and click somewhere in a text input field of Phooshop or SubstanceDesigner.
