I hear what you're saying, but aparently there are clouds in the deserts. ^^ But there are also images without clouds as well, so I guess it's a matter of taste. :)

Hello. What is the best program out there to create clouds either with placing VDBs around or generating it procedurally inside and rendering them as skyboxes with realistic lighting and atmosphere settings?

Maybe I'm biased since I worked on it but you should see the clouds & skyboxes in Pirate101. There are some great cartoony clouds and skyboxes, it's F2P and you get to fly some airships pretty early. (they are mostly static clouds but the vortex portals to other zones are pretty nifty looking)

Well we have no horizon in this world so the clouds would defintely not stretch perspectivly as they do on our world. That's a bitmap, plus lens flares for the sun. Bitmap is the best way to do it, if the clouds don't move/grow/billow. If you need moving clouds, and it's not real-time, there are several methods to do this in Max.
